Between 2013 and 2023 the town issued 845 permits for new houses and 840 to demolish one.
Most towns regulate what you can build. Needham regulates how much of the old house you are allowed to remove before the project is treated as something else entirely.
Take down more than half the building shell and the work becomes New Construction, which moves the lot into a stricter set of setbacks. On a Single Residence A lot created before 1986 the side setback is fifteen feet; cross the demolition threshold and it becomes twenty-five, with the rear staying at fifteen. There is a two-year lookback on the calculation, so phasing the work across two permits does not help.
If the rebuild counts as new construction and burns fossil fuel, the Specialized Energy Code requires pre-wiring for electrification and a solar installation. Above four thousand square feet, the new house has to generate enough on site to offset all of its own energy use.
It makes the order of operations different, and it means the number that matters is not the one on the listing.

Needham Heights, Needham Center, Needham Junction and Hersey are all on the Needham Line and all in Zone 2. The end of the line runs almost as a local within the town.
The line is a dead-end branch, and the same corridor has been proposed for rapid transit more than once, most recently in legislative resolves directing the state to study an Orange Line extension to Roslindale. Nothing is decided or under construction.
Three town-owned wells at the western end of Needham, feeding the Charles River Water Treatment Facility, supply eighty to ninety percent of the town water. The MWRA connection, made in the nineteen-fifties, is a supplement for peak summer demand and emergencies.
Sewer is the reverse, entirely MWRA with no local plant, though around eight hundred houses in the low-density southwest of town were still on septic at the last count the town published.
Needham runs its own district, prekindergarten through twelve, with 5,427 students. Five elementary schools take kindergarten through grade five, High Rock takes grade six and nothing else, Pollard takes seven and eight, and Needham High takes nine through twelve.
A new 6 to 8 middle school for 1,335 students, total project cost 325.4 million dollars, goes to a debt exclusion vote on 3 November 2026. If it passes, construction starts in spring 2028 and finishes in stages through 2031.
Needham first limited house size in 2017, introducing a floor area ratio in Single Residence B, coverage limits, and height rules that stopped builders mounding up grade. In October 2024 the town appointed a new committee, saying plainly that the 2017 reforms were not meeting its goals, and it is considering whether third-floor and basement area should count toward floor area ratio.
In August 2026 the Planning Board voted to send two articles to the October 2026 Special Town Meeting: building height requirements and half-story floor area requirements in Single Residence B. Whether you are buying a lot to build on or selling one to a builder, that vote moves the number, and it is worth asking about before you sign.
